You decide!

I have been investigating several facts that have bothered me about this war. I have a theory of what happened and why. Now that Alan Greenspan has released his new book " The Age of Turbulence: Adventures in a New World", he has confirmed some of my theory, that we went to war with Iraq for the oil! However, my theory goes much deeper than that! I call it DOPA for Diamondoids, Oil, Poppy, Agriculture!

The Media should be held responsible for Iraq for not informing the public on the facts of who we elect, and who they are bringing with them! Everyone in key positions with the White House interest are in DOPA profits!

I believe this war was planned by Bush, Cheney, Conoco Phillips, Shell, Unocal & Chevron prior to the presidential election and 9/11. I believe Osama Bin Laden was paid off to be a scape goat possibly by Bayer! See the pipeline patent that was designed in 1998, but not filed until 2002. http://patft.uspto.gov/netacgi/nph-Parser?Sect1=PTO2&Sect2=HITOFF&u=%2Fnetahtml%2FPTO%2Fsearch-adv.htm&r=766&f=G&l=50&d=PTXT&p=1&p=16&S1=bechtel&OS=bechtel&RS=bechtelSect1=PTO2&Sect2=HITOFF&u=%2Fnetahtml%2FPTO%2Fsearch-adv.htm&r=766&f=G&l=50&d=PTXT&p=1&p=16&S1=bechtel&OS=bechtel&RS=bechtel

See the open letter to President Clinton in 1998!!!
On January 16, 1998, following perceived Iraqi unwillingness to co-operate with UN weapons inspections, members of the PNAC, including Donald Rumsfeld, Paul Wolfowitz, and Robert Zoellick drafted an open letter to President Bill Clinton, posted on its website, urging President Clinton to remove Saddam Hussein from power using U.S. diplomatic, political, and military power. The signers argue that Saddam would pose a threat to the United States, its Middle East allies, and oil resources in the region.

Cheney knew Saddam was offering lucrative oil deals to Russia and China to which would have cut the US oil company Unocal out of Iraq, because Paul Wofowitz with the World bank let Cheney know that the World bank was going to back the financing for Russia and China. So, Cheney brought in a Russian Banker to serve on the WHIG "White House Iraq Group, Nicholas Calio.

One of the brain stormers of how to overcome Saddam, Francis Fukuyama, turned against Cheney/Bush and wrote a book America at the Crossroads: Democracy, Power, and the Neoconservative Legacy!

American petroleum giant Unocal very much wanted this project for years, but it was stymied in 1998 after bin Laden blew up two American embassies in Africa, causing the Taliban to be diplomatically isolated. There are a number of reports that describe a reinvigoration of this pipeline plan after Bush took office, and further describe the Bush administration's negotiations with the Taliban including threats of war if the project was not allowed to pass through Afghanistan. Some say these threats, in the name of the pipeline, triggered the 9/11 attacks. The Taliban is gone, Afghan President Harmid Karzai is a former Unocal consultant, and the pipeline deal is finally done. - wrp)

Chevron/Texaco purchase Unocal, whom according to Hamid Mir GEO TV, supports Taliban!

ChevronTexaco "neutral weight"Tuesday, April 05, 2005 4:34:36 AM ETPrudential FinancialNEW YORK, April 5 (newratings.com) - Analyst Michael Mayer of Prudential Financial maintains his "neutral weight" rating on ChevronTexaco Corporation (CVX.NYS). The target price is set to $65.In a research note published yesterday, the analyst mentions that the company is acquiring Unocal for approximately $18.4 billion in a stock and cash deal .

This is a portion of the e-mail sent to me by Hamid Mir GEO TV:

"Taliban were initially(1994) supported by UNICOL(an American iol company) through Robert Oakley. I am a big critic of ISI's political role but ISI never produced Taliban actually it was CIA and Benazir Bhutto. ISI used Taliban after the fall of Benazir in 1996."

In addition, the U.S was training men prior to the 9/11 attack how to take control of the oil fields in Iraq! Bush, Osama and Cheney's big question " How do we get the American people to okay the war?" They contracted with Blackwater, a mercenary group in 2000! Vinnell, a Northrop Grumman Corp was contracted in Saudi! Now, add in a Tony Blair, Bush Sr. and a Chevron favorite Aegis! Now Add in Bayer, Osama Bin Laden's biggest Poppy customer whom pays Al Qaeda.

Feds target Blackwater in weapons probe

Read this:

The U.S. lost a three-quarter share of Iraq's oil production in 1972, when Iraq nationalized its oil fields. The oil company with the most -- and best -- contracts to extract Iraqi oil is France's TotalFinaElf. Russia's LUKoil runs a close second. Chevron's bluntspoken CEO, Kenneth Derr, supported sanctions against Iraq in 1988 because, he said in a 1998 speech to San Francisco's tony Commonwealth Club, "Iraq possesses huge reserves of oil and gas I'd love Chevron to have access to." Sanctions offered a chance to pressure Saddam into making room for the American companies. Condoleezza Rice was with Chevron prior to Bush/Cheney. Chevron and Unocal merged!

Operations Central Asia

Unocal was one of the key players in the CentGas consortium, an attempt to build the Trans-Afghanistan Pipeline to run from the Caspian area, through Afghanistan and probably Pakistan, to the Indian Ocean. One of the consultants to Unocal at that time was Zalmay Khalilzad, former US ambassador to Afghanistan then to Iraq and currently to the UN.

In the 1980s CIA chief Bill Casey had revived the agency's practice of gaining intelligence from traveling businessmen. Marty Miller, one of Unocal's top executives, conducted negotiations in several Central Asian countries from 1995, and voluntarily provided information gained on these trips to the CIA's Houston station.

In 1996 Unocal opened an office in Kandahar, Afghanistan, the heartland of the Taliban, who were in the process of taking over the country. The Taliban worked for Unocal for a nice price of course!

Unocal rented a house in central Kandahar directly across the street from one of [Osama] bin Laden's new compounds. They did not choose this location deliberately. Most of the decent houses in town straddled the Herat Bazaar Road. Also near was the Pakistani consulate, which housed officers from [the Pakistani military Inter-Services Intelligence, the] ISI.

In 1997,
Robert Oakley [ex-US ambassador to Pakistan, now Unocal's ad hoc advisory board] advised Marty Miller to reach the Taliban by working through Pakistan's government [then led by Benazir Bhutto]. He also suggested that Unocal hire Thomas Gouttiere, an Afghan specialist at the University of Nebraska at Omaha, to develop a job training program in Kandahar that would teach Pashtuns the technical skills needed to build a pipeline. ... Unocal agreed to pay $900,000 via the University of Nebraska to set up a Unocal training facility on a fifty-six acre site in Kandahar, not far from bin Laden's compounds. ... Gouttiere traveled in and out of Afghanistan and met with Taliban leaders. ... In December 1997 Gouttiere worked with Miller to arrange for another Taliban delegation to visit the United States. ...

Unocal seems to have had a deeper role. Intelligence "whistleblower" Julie Sirrs claimed that anti-Taliban leader Ahmad Shah Massoud told her he had "proof that Unocal had provided money that helped the Taliban take Kabul [in 1996]". And French journalist Richard Labeviere said, referring to the later 1990s, "The CIA and Unocal's security forces ... provided military weapons and instructors to several Taleban militia[s] ..."

Here is the former CIA agent that Bill Casey sent 1 billion dollars and weapons to Afghanistan with for Unocal and the Taliban, on You Tube, telling the story!
http://www.youtube.com/watch?v=-MU7JA2PbpU

The CentGas pipeline was not built, due to inability of CentGas and the Taliban to come to a mutually acceptable economic understanding.

Unocal is also the third largest member of the recently completed and opened Baku-Tbilisi-Ceyhan pipeline from the Caspian Sea to the Mediterranean Sea.

I believe that we went to war with Iraq on behalf of Unocal/Conoco Phillips/Chevron to enforce sanctions so that the 4 billion dollar oil deal that Saddam had made with the Russian oil company Lukoil could not happen. They wanted the oil and Russia not only had the deal, they were not allowing sanctions to keep them from the oil. Russia and Chevron were getting oil from iraq illegally! However, Russia could not drill because of the sanctions! Google this!

Keep in mind Conoco Phillips, Chevron and Union Oil are partners!

Union 76 is a chain of gas stations located within the United States. The Union 76 brand is currently owned by ConocoPhillips. Union Oil Company of California, dba Unocal, the original owner and creator of the Union 76 brand merged with Chevron Corporation in 2005.
In 1997, Unocal sold its western United States refining and marketing operations and the rights to the Union 76 brand to Tosco Corporation. Tosco has since been purchased by Phillips Petroleum, which merged with Conoco to form ConocoPhillips. Unocal continued to own the "76" trademark for use in its operations, with the exception of the divested Refining and Marketing business. On August 10, 2005, Unocal Corporation was acquired and merged into a subsidiary of Chevron Corporation.

I believe Cheney and Bush were bought off by Unocal/Conoco Phillips/Chevron to go to war to remove Saddam and take control of the oil, negotiate with sanctions in Iraq and convince Lukoil to sell 20% of their company to Conoco Phillips whom Cheney and the Bush family also hold stock. " We had to keep Russia our friend," and Russia was threatening to sue in Geneva! Read more here:

The US fined Chevron! See the fine here: http://www.iht.com/articles/2007/05/08/business/08chevron.php

This is what happened! Once The Russian oil company Lukoil sold 20% to Conoco Phillips, the US dropped the sanctions in Iraq and honored the oil deal that Saddam made with Lukoil. Now Bush and Cheney and their oil supporters profit billions at the American taxpayers expense, and of course like the man in the box says "Duetsche Bank is there!" However, so is Citigroup!http://www.db.com/index_e.htm I would like to know who DUMAC invested in just prior to 9/11! http://www.dukenews.duke.edu/2000/01/mcdonald121.html

In addition, White House Iraq Group, Nicholas Calio with Russia Citigroup has this to say!

"We applaud the efforts and perseverance of President Bush, President Putin, and the U.S. and Russian negotiators," said Nicholas E. Calio, Senior Vice President, Global Government Affairs of Citigroup. "We believe that Russia's active participation in the WTO will promote the cause of free trade around the globe, strengthen cooperation between it, the United States and its other WTO partners, and create even more new and exciting business opportunities within the fast-growing and dynamic Russian economy.

Saudi Prince al-Waleed bin Talal drops a few Billions into Citi ...

"Congress must grant Russia Permanent Normal Trade Relations (PNTR) status before the two countries can put their WTO agreement into effect. Granting PNTR to Russia will allow Citigroup and other U.S. companies to enjoy the full benefits of Russia's new market openings. We look forward to working toward passage of PNTR," Calio said.

The New Yorker will note, “Much of the Bin Laden family’s private banking is handled by Citigroup, which is chaired by former Treasury Secretary Robert Rubin. The family has equity investments with Merrill Lynch and Goldman, Sachs. Among the family’s business partners is General Electric. A spokesman for Jack Welch, the chairman of G.E., says that the family threw a party for him in the nineteen-nineties in Saudi Arabia, and that Welch ‘considers them good business partners.’ One American diplomat says, ‘You talk about your global investors, it’s them. They own part of Microsoft, Boeing, and who knows what else.’”

We don't have intelligent negotiators, and they love money enough to kill for it. They just look at it as they make plenty to take care of their families! Let me give you an example of how we could have negotiated the oil. We could have negotiated dropping sanctions. We could have offered a fair price for oil. In the mean time we could have made all of our government and school buildings operate off of solar power with solar panels and skylights for light. We could have used our American products such as Pepsi, Nike, and our pharmaceuticals from labs such as Eli Lilly as a bargaining tool! We could have all schools and governments work 4 day weeks instead of 5! My favorite idea, I got from my friend Frank, I call it Solar reconassaince! Oil is Oil, all of the elements on earth are divided in one way or another. You could take olive oil and add and take away the right elements and produce the same oil drilled from the ground!!!!!!!!! If we keep taking oil from the ground we will dry up our planet, and it will be as useless as skulls and bones!!!!!!!!! Crude oil also makes diamondoids which profit Nano science markets of Chevron and Bayer! C9 H11!

Bush raised a huge percentage of his campaign cash from oil and gas interests, including a record $21.3 million at a single fundraiser hosted by Kenneth Lay, chief executive of Enron, the largest natural gas dealer in the U.S.

Shell along with Chevron, BP and seven other oil giants, have won contracts to buy Iraq's new oil production of Basra Light crude. The contracts cover production from the Mina Al-Bakr port in southern Iraq from August to December of this year. Under the deal, Iraq will supply 645,000 barrels per day (bpd) for export, an increase on the 450,000 bpd produced in July but still just a third of pre-war levels.

BP and Shell will each send one very large tanker every month to Iraq to pick up their two million barrels. Among the other companies that have signed deals to buy the oil are ConocoPhillips, Valero Energy and Marathon Oil, Total of France, Sinochem of China and a company from the Mitsubishi group, which is buying for Japanese refineries.
Iraq's northern export pipeline from the Kirkuk fields through Turkey has remained closed since the US occupation because of sabotage bombings and war damage.

The main job of overseeing the repair work of Iraq's oil infrastructure was discreetly awarded to Halliburton , a company formerly headed by United States Vice President Dick Cheney, just after the invasion of Iraq was completed. The company is the favorite to win the two contracts for reconstruction of the oil industry, one for the oil industry in northern Iraq and the other for the south. A total of 220 projects are planned which must be completed for Iraq's oil production to reach prewar levels. The projects are divided into three phases, with a total estimated cost of $1.14 billion.

Working in Iraq has helped bolster Halliburton 's finances. The company made a profit of $26 million, in contrast to a loss of $498 million over the same time period a year earlier. The company stated that 9 percent, or $324 million, of its second-quarter revenue of $3.6 billion came from its work in Iraq.

In 2000, Phil Beck, a partner with the law firm, Bartlit Beck Herman Palenchar & Scott, served as a member of George W. Bush's three-man Florida election trial team that argued on behalf of Bush before Judge N. Sanders Sauls. Beck was supported by four other Bartlit Beck lawyers, Shawn Fagan, Sean Gallagher and Glen Summers, and associate Joseph Fazioli , a former clerk on the U.S. Court of Appeals for the Sixth Circuit. Not surprisingly, Beck served as counsel for Phillips Petroleum in a case involving a Phillips' ethylene plant in Sweeny, Texas (First Olefins Limited Partnership v. Phillips Petroleum Company) and a polythylene case (DuPont v. Phillips Petroleum). Phillips contributed $100,000 to the Bush-Cheney 2000 Presidential Inauguration Committee. Phillips personnel, along with those from Enron, were rewarded with positions on the Bush-Cheney Department of Energy Transition Team. Bush I's Secretary of State Eagleburger serves on the board of Conoco-Phillips.

The Bechtel Group, one of the world's largest engineering and construction firms, comprises some 19 joint-venture companies and numerous subsidiaries. Its affiliates include Sequoia Ventures Inc., a private investment company; Bechtel Capital Partners LLC, which has formed other Bechtel ventures, such as energy consultants Nexant Inc.; and Bechtel National Inc., which handles U.S. government contracts. Because Bechtel is a private corporation, however, the total number of its branches and affiliated companies is not publicly disclosed. From 1990 to fiscal year 2002, the company received more than $11.7 billion in U.S. government contracts—the sixth largest amount received by any of the approximately 70 companies with contracts in Iraq and Afghanistan.

Bechtel has long experience in the Persian Gulf: it built or expanded oil refineries in Bahrain and Saudi Arabia during World War II, and later built a pipeline stretching from Saudi Arabia to Jordan. The company also built highways, airports and other infrastructure throughout the Middle East. Along the way, company executives built strong relationships within the Arab world, including with Bin Laden Construction, owned by the Saudi family whose estranged son Osama became the symbol of international terrorism. The New Yorker magazine has reported that Bin Laden Construction holds a $10 million stake in the Fremont Group, formerly known as Bechtel Investments, a subsidiary of Bechtel until 1986.

Since 1990, Bechtel Group companies have received more than 2,000 contracts from the U.S. government. The companies that received contracts include Bechtel Overseas Inc.; Bechtel-S Corp; Bechtel Nevada Corp.; Bechtel Power Corp.; Bechtel Jacobs Company LLC; Bechtel Environmental Inc.; Bechtel BWXT Idaho Inc. and Bechtel Bettis Inc. Government agencies contracted with include Department of Energy, Environmental Protection Agency, U.S. Navy, Air Force and Army Corps of Engineers, Defense Nuclear Agency, Defense Threat Reduction Agency and USAID.

Iraq contracts

Blackwater: The Rise of the World's Most Powerful Mercenary Army

The Bush Administration first put the mercenaries Blackwater on its approved list of contractors in 2000, prior to 9/11 or Iraq! They are also used by Lockheed Martin and Raytheon in Garland Texas.

Blackwater: Hired Guns, Above the Law

In April 2003, the U.S. Agency for International Development announced that Bechtel won a cost-plus-fixed-fee contract worth up to $680 million to rebuild Iraqi infrastructure such as schools, roads and sewers, as well as perform "institutional capacity building" to maintain the improvements and create "roadmaps for future longer term needs and investments." The contract had been awarded after Bechtel and five other companies, including Fluor, Louis Berger Group, Parsons and Halliburton's Kellogg, Brown & Root, were privately selected by the agency to bid. The contract also allows indemnification of the company against chemical or biological weapons, mines and other perils, according to the contract, obtained by the Center for Public Integrity through the Freedom of Information Act. In September 2003, USAID announced that, due to the poor infrastructure and deteriorating stability in Iraq, Bechtel would receive an additional $350 million on the contract, raising the contract's potential ceiling to $1.03 billion.

Aegis, owned by Tim Spicer, formerly Sandline, formerly Executive Outcomes, won a $293 million contract from the Pentagon to effectively oversee the world’s largest private army. The British private military company Aegis Defence Services announced profits of £62 million for last year. The firm has seen turnover rise more than 100-fold in the past three years, thanks largely to contracts for the US Pentagon in Iraq. This friend to Blair, Bush Sr. Cheney, and Chevron also trained Osama Bin Laden's Mujahideen!

Spicer also had close connections to the government of Tony Blair who hired Spicer's Sandline to illegally supply weapons to restore the Kabbah government in Sierra Leone

Aegis is currently being investigated by the Coalition Provisional Authority's Inspector General.

On August 11, 2004, Congressman Marty Meehan (D-MA) sent a letter to Defense Secretary Donald Rumsfeld in regards to Aegis' contract with the Pentagon and specifically Tim Spicer's history. Spicer has released a book telling his side of the story An Unorthodox Soldier: Peace and War and the Sandline Affair - Tim Spicer

Despite the on going investigation Bush has just renewed Aegis contract!

AEGIS Wins Contract Renewal

Aegis Defence Services Limited, a security and risk management company, has won the renewal of the US Department of Defense's (DOD) contract to provide Reconstruction Security Support Services in Iraq. This two year contract, the largest single security contract awarded by DOD, is anticipated to be valued up to $475 million.Tim Spicer, Aegis CEO, stated, "We are very pleased to receive this award which we believe is a fine reflection of both our previous performance and our ongoing commitment to serve our client, the US Army Corps of Engineers Gulf Regional Division (GRD), to the best of our ability."

A May 6, 2003 raid on a suspected Al Qaeda hideout found weapons which traced to the Saudi National Guard were discovered. The Saudi National Guard is trained by Vinnell, a Northrop Grumman Corporation. Saudi is where the actual 9/11 scapegoat terrorist came from.

RESTON, Va., July 2, 2003 -- Vinnell Corporation, a subsidiary of Northrop Grumman Corporation (NYSE:NOC), has been awarded a $48 million contract to train the nucleus of a new Iraqi Army.

Osama Bin Laden is making just as much money as Bush and Cheney off of the oil in Iraq and Iran! Osama also sends out innocent men to die so he can profit! Cheney's Halliburton, contract choice for Iraq was also planning to drill in Iran. Halliburton just lost the contract and now Dutch Shell, Mobile, and British Petroleum get it under the company NIDC! See link!

Osama Bin Laden has just released a tape showing himself with Mustafa Abu al Yazed, however, here is proof that Mustafa has been under surveillance in Iran since 2002! I guess I just found Osama Bin Laden!

The video included footage of al-Qaida's leader in Afghanistan, Mustafa Abu al-Yazeed, meeting with a senior Taliban commander. In contrast to past videos showing al-Qaida and Taliban fighters in rough desert terrain, Abu al-Yazeed and the commander were shown sitting in a field surrounded by trees as a jihad anthem played, extolling the virgins that will meet martyrs in paradise.

and read:

Saad bin Laden. [Source: NBC]In the spring on 2002, as the Taliban is collapsing in Afghanistan, many al-Qaeda operatives flee into neighboring Iran. About 20 to 25 operatives composing much of al-Qaeda’s management council are said to wind up in the custody of Iran’s Revolutionary Guard. Prior to this point, the Iranian government has been turning over most al-Qaeda captives to other countries, but after President Bush’s “Axis of Evil” speech criticizing Iran (see January 29, 2002), Iran decides to keep this group.

Washington Post, 7/9/2004] Iran does not officially admit to holding them, and their status is unclear, but they all seem to be living in a village near the Caspian Sea. One senior US intelligence official says, “They are under virtual house arrest,” and not able to do much.

Those said to be in Iranian custody include: Saif al-Adel, one of al-Qaeda’s top military commanders. Suliman abu Ghaith, al-Qaeda spokesman. Saad and Hamza bin Laden, two of Osama bin Laden’s young sons. Abu Dahak, who served as al-Qaeda’s liaison to the rebels in Chechnya. Mustafa Abu al-Yazid, a financial expert.

Here is another article by Wasington Post 2004

One senior US intelligence official says, “They are under virtual house arrest,” and not able to do much. Those said to be in Iranian custody include: Saif al-Adel, one of al-Qaeda’s top military commanders. Suliman abu Ghaith, al-Qaeda spokesman. Saad and Hamza bin Laden, two of Osama bin Laden’s young sons. Abu Dahak, who served as al-Qaeda’s liaison to the rebels in Chechnya. Mustafa Abu al-Yazid, a financial expert. Two unnamed top aides to Ayman al-Zawahiri.

At first, these operatives appear to be capable of communicating with operatives outside of Iran. Saad bin Laden is said to play a major role planning the attack of a synagogue in Tunisia in April 2002 (see April 11, 2002). But the Saudi government will suspect that some of the operatives in Iran are involved in a 2003 attack in Riyadh, Saudi Arabia (see May 12, 2003), and they will successfully press Iran to tighten the house arrest of the operatives in Iran. Iran will propose an exchange of these prisoners around the time of the Riyadh bombing, but the US will reject the offer (see Mid-May 2003). Since that time, these leaders apparently remain in a state of limbo. CIA Director Porter Goss will say in 2005, “I think [the] understanding that there is a group of leadership of al-Qaeda under some type of detention—I don’t know exactly what type, necessarily—in Iran is probably accurate.” [MSNBC, 6/24/205] Michael Scheuer, former head of the CIA’s bin Laden unit, will later ask, “The question is, what does house arrest mean in the Iranian context?” He suggests that Iran could release the group or loosen their restrictions depending on how relations evolve between the US and Iran.

In addition Hekmatyar who claims to have helped Bin Laden escape after 9/11, lived in Iran in 2001! See the following:

In January 2007 CNN reported that Hekmatyar claimed "that his fighters helped Osama bin Laden escape from the mountains of Tora Bora five years ago." and BBC news reported a quote from a December 2006 interview broadcast on GEO TV, "We helped them [bin Laden and Zawahiri] get out of the caves and led them to a safe place."[23]

I have found that he was also interviewd by a reporter in Iran from a timeline from Cooperative Research:

April 2001

Journalist Hamid Mir talks to Afghan warlord Gulbuddin Hekmatyar, who is living in exile in Iran at the time. Hekmatyar predicts that the Taliban will fall by the end of the year. Mir will later recall, “he was telling me that the Americans will attack Afghanistan, Taliban government will fall, and then we’ll continue our jihad against the Americans.” Hekmatyar is opposed to the Taliban but openly supports bin Laden. He tells Mir, “Osama bin Laden is a great man and I support his ideology and I support his objectives.… He is a good friend of mine and he is a real muhjahid.” [Bergen, 2006, pp. 287] A senior Taliban official will make a similar prediction to Mir before 9/11 and hint the justification for the US attack would be a major attack against US interests (see August 2-3, 2001).

Mustafa Abu Yazid also uses the alias Saeed Sheikh.

Zarqawi fled from Afghanistan to Iran in December 2001 after he was injured in the US bombing campaign. He was treated in Iran, where a leg was amputated and he was fitted with a prosthesis.

Osama Bin Laden is known for being the largest Heroin "Poppy" drug dealer. However, Bayer is the largest profiteer of heroine "poppy." Bin Laden claims he has access to WMD. Bayer Iran makes chemical weapons! Read this:

Qazvin
Other Names: n/a Location: 36 °15'N 50°01'E. The city of Qazvin is located about 150 km west of Teheran. Subordinate to: The Islamic Revolutionary Guard Corps is reportedly responsible for Iran's WMD programs.Size: UnknownPrimary Function(s): Pesticide production; reported chemical weapons production

History: The German firm Bayer built a pesticide plantin Qazvin, now suspected of chemical weapons production in the late 1980s. The plant was reportedly completed between November 1987 and January 1988.

Activities: Various sources report that the pesticide plant in Qazvin is capable of producing chemical weapons, specifically nerve gas:

According to the Iran Brief, the Qazvin plant is widely believed to produce the nerve agent sarin, in addition to agricultural pesticides. The Federation of American Scientists reports that Qazvin is the location of one of Iran's major chemical weapons facilities. CSIS reports that the true purpose of the pesticide plant in Qazvin is poison gas production that includes organophosphorous compounds, i.e., nerve agents.

In July 1995, the Iranian opposition paper, Iran Zamin, reported a fire at the Chemical National Koshavarz factory, located in Alborz, an industrial town near Qazvin. The paper claimed that the factory was a chemical weapons production site. It is not clear whether this factory is the suspected poison gas plant located at Qazvin.

Middle East Defense News claims the plant in Qazvin is capable of formulating sarin from imported precursor chemicals and packaging it into weapons canisters.Middle East Defense News also details the history of the Qazvin plant, built in 1987 by a consortium that included the German companies Lurgi Metallurgie GmbH, Bayer AG, and BASF (formerly of VEB Bitterfeld), Ciba-Geigy of Switzerland, and an unidentified Yugoslav company. Signed by Iran's state-controlled Nargan Consulting Engineers, the contract stipulated that Iran would use the Qazvin facility to make Amiton, a powerful organophosphorus pesticide classified as a nerve agent by Western governments in the 1950s and withdrawn from the market because of its lethality. (Amiton is a Schedule 2 toxic chemical under the Chemical Weapons Convention.) To handle the deal, Bayer set up a subsidiary in Iran called Bayer-Iran Chemie and began importing equipment from the United States in 1987.

The West German government approved two of four planned production lines: a pesticides "formulation" plant, and a "bottling" plant. The other two segments of the project—a toxic waste disposal unit and a separate factory that could have produced nerve gas precursors—were denied by a decision of the unified German government in May 1992 after opposition members of the Bundestag publicly alleged that the plant would be used for CW production. It is not known whether the companies delivered any of the proscribed equipment during the four years between the completion of the two initial production lines and the May 1992 decision. However, the two installed segments were in operation by the end of the Iran-Iraq War, reportedly synthesizing nerve gas and other CW agents from precursor chemicals imported from West Germany, the United States, and India. Faced with tougher export controls after 1992, Iran began importing nerve gas precursors from Pesticides India, a major subcontractor to the Qazvin project.

Burck and Flowerree cast doubt on the accusations that the plant at Qazvin is manufacturing chemical weapons. Both Bayer and the German Company Lurgi deny that chemical weapons could have been made at the plant, designed to produce dilute organophosphate pesticides. As a formulation plant, it could carry out very little or no chemical synthesis, only mixing.
In August 1995, Mohammad Nabi, the managing director of the Keshavarz chemical plant, located in the "Alborz" industrial city in Qazvin, announced that he rejected foreign media allegations of chemical weapons stocks at the plant. He claimed that the plant manufactured only pesticides and that the existing design and facilities did now allow it to produce chemical weapons.

On 23 June 1996, the Sunday Telegraph reported about a "...secret multi-million-pound deal with the Indian government which will supply banned materials used to manufacture poison gas." Under the deal, India would build a sophisticated chemical plant at Qazvin, which would be used to produce phosphorus pentasulfide, a dual-use chemical that could be used to produce chemical weapons (e.g., VX nerve agent). The deal collapsed after details of the deal were disclosed in The Telegraph.

An earthquake in the northwestern region of Iran in June 2002 may have damaged or destroyed the plant at Qazvin. The IRGC, reportedly responsible for Iran's WMD programs, rushed to Qazvin to assess the damage of the earthquake to strategic facilities in the province. Regular army troops were also sent to help deal with any damage of the CW installations.

Again! Deutch Bank is there!
